The mandate of CI5 was to fight terrorism and similar high-profile crime s. Cowley, a hard ex-MI5 op erative, ha nd-pi cked ea ch of his men. Bodie was a cynical ex-SA S paratr ooper and merc enary whose nature ran to cont rolled vio lence, while his partner, Doyle, came to CI5 from t he regul ar poli ce force, and was m ore of an open mind ed liberal.
